Besides the restaurants listed below, there are many food stalls along this street next to many textile shops. They are run by Cham Muslims and are halal as well and definitely very affordable for budget travelers.
The following restaurants can be confirmed halal, they all get their halal meat from the Amine Halal Meat Supplier (District 7), Hanafi Halal Meat Supplier (Phu Nhuan District) or from Haji Chay Mohamad from the District 8 masjid.

Saigon Green House - Halal Restaurant
Where: 52 Truong Dinh Street, Ben Thanh Ward, District 1, Ho Chi Minh City. 0.5 miles from War Remnants Museum.Review from TripAdvisor traveller:
The food is one of the best amongst Halal eateries. We had ordered Fried Bassa with Mango salad, Pinepaple fried rice and the Chicken Pho. The Pho was absolutely well done. OVerall the food was absolutely tasty. The portins are slightly big so be careful while ordering if you are not very hungry.
Excellent service and the foods was tasty. You can even ask them to prepare the foods in mild or spicy taste. Worthly place for having lunch or dinner with friends or families.

Halal Saigon Restaurant
Where: 31 Dong Du, District 1, Ho Chi Minh City, VietnamReview from TripAdvisor traveller:
There are many Halal restaurants in Ho Chi Minh, one of them is Halal Saigon. They serve mostly Malay food, there are pho and spring rolls, but I personally prefer to have these dishes somewhere else although the taste of the foods are delicious. The price of the meals are reasonable, I will not hesitate to come back if I visit Ho Chi Minh again.
Good food. Group of 4 we came here and ate the rice pancake with chicken , Pho and some other stuff. Place was clean and had decent service. Worth if you looking for halal/halaal food in Ho Chi Minh City.

One of the top best Halal Vietnamese food in Ho Chi Minh. Owners are very friendly and so is their cute little handsome son. Went there 3 times during our stay in HCMC. They even provide delivery to our hotel which was in district 5. And I paid him in SGD bank transfer. Just ask the owner Soffian for his namecard and he will provide the thumbs ups service. Great job done The Daun. By the way if u wants change currencies, he could do it too.

The service by the guys is very attentive, from complementary eggplant at the start of the meal to topping it off with a plate of watermelon and yogurt at the end, always filling up our glasses with ice cold water as they went by and always with a smile!
